No because if each interior angle of the regular polygon measures 145 degrees then each exterior angle would have to measure 35 degrees (an interior and exterior angle at the same vertex are must add up to 180 degrees (supplementary)). But the sum of the exterior angles of any polygon is 360 degrees. So since 35 does not divide into 360 (without a remainder) and exterior angle of a regular polygon cannot measure 35 degrees!!!
