Is my brothers hamster sick?

My brothers russian dwarf hamster might be sick. On its chest right bellow its chin there is some type of rash. It kind of looks like he has little pin pricks in an area with no fur. It is scratching more and seems itchy. Any ideas we did just change his bedding when we saw him.
