What's going on with the season 8 storyline of NCIS ?

sec nav breathing down his neck is a constant complaint from Vance, Vance about to die rather too obvious seeing how his predecessor went, the bringing of the team from Rota is the biggest mystery. They are either preparing another spin-off or they are about to CSI and half the cast is about to leave and these are their replacements, or it's just a story arch, either way I don't like the Barrett character as is. Not just that she doesn't like Gibbs but she doesn't respect him.
