Who is really at fault when children and teens at school taunt, bully, and attack other students that are gay?

Hard to prove, but I get your point. Yes, I have recently seen parents and grand parents refer to a child's 8-year-old friend as a "sissy". They are both very Catholic (my mother and my sister).
